Millerstown Borough Council Meeting Minutes November 3, 2025 Those in attendance: President Rob Shipp, Vice President Kevin Hertzler, Council members Tim Ritzman and Donna Showers. Mayor John Kerns, Secretary Karen Knellinger, Plant Manager Jared Wagner and Operator Brycen Little. HRG Engineer Justin Medinsky, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Sign ins: None The minutes from the regular meeting were emailed and reviewed. Councilmember Vice President Hertzler made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Showers made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. Street Committee Report Jared advises brush pick up will continue until the salt spreader is installed on the trucks. Sewer Committee A resident has asked to replace their sewer line in half a house and dig a new one and abandon the existing line. A new connection fee would apply if they do not hook to the existing stub and also paving of the street. Jared will advise they need to repair what already exists. The air compressor for the bubbler needed to be replaced. The level sensor solenoid in the screen room also was replaced. Water Committee Report The fan on the heater at the reservoir needed replaced. A new water meter for the Elementary School is needed, the model is now obsolete and Jared had to order it. The School will need to have a plumber install the new one when received because this updated model is much larger than the old one. Finance Committee Report The preliminary budgets were presented. The Municipal Authority increased the quarterly sewer rate by $10 per quarter to $260. The minimum charge will now be $423 per quarter for water, sewer and trash. No other increases in services. Councilmember Ritzman made a motion to approve the preliminary budget as presented. Councilmember Showers seconded the motion. Approval was unanimous. The budget will be properly advertised and available to the public. Solid Waste Committee Report Since the Fall Clean Up was so poorly attended, Council is considering a Spring Clean Up Day in 2027. Solicitor’s Report Solicitor Dissinger asked the amendment to the sidewalk ordinance be removed from the agenda until further notice; he has some research to do. Legislature passed an amendment to the Right To Know Law if the request is from AI or computer generated, the request may be denied. Engineer’s Report Justin advises the sewer bid package for the rehab project are planned to be uploaded to PennBid and an advertisement to be placed in a local paper. The bid opening is December 18th with an award recommendation for the January Council meeting. A meeting was held with EPA, HRG and Secretary Knellinger on October 17th to discuss the well project. Revised application forms will be submitted and discussion of procurement of engineers for the project is to be bid. The NPDES permit has been submitted; it will take DEP a few months to send comments. Zoning Permit Zoning Officer Reilly advised no permits for October. Mayor’s Report Trick or Treat went well. Old Business Unsure if the County will have inspector of election positions filled. Councilmember Showers and Ritzman were up for re-election as well as the Mayor. New Business 41 North Market Street was sold and they plan to rehab into a single family home. The employees will have to establish if sewer and water were ever installed in the home and if not, tapping fees and connection fees will apply. The homeowners need to make it safe before they can check. Tri County Planning asked if the Council wanted to utilize their planning commission for a fee. The Council established their own Planning Commission a few years ago so there is no need. Councilmember Ritzman made a motion to adjourn. Councilmember Showers seconded the motion. Approval was unanimous. The next meeting will be held on Monday, December 1st at 7pm.
